At this Education & Workforce Council meeting, hear from three leading workforce and economic development experts as they share practical resources and solutions available to local businesses. Attendees will learn how to access recruiting support, workforce training opportunities, and other resources designed to help businesses build and strengthen their teams.

Luke Waters, Virginia Economic Development Partnership 

About Luke: Luke Waters is the Regional Internship Manager for the Northern Virginia region at the Virginia Economic Development Partnership (VEDP), where he supports the InternshipsVA program. Previously, Luke managed internship programs at American University and Northern Virginia Community College, working at the intersection of higher education, workforce development, and employer engagement. Luke is committed to expanding access to high-quality internships and sees them as a vital tool for workforce development, student career readiness, and stronger connections between employers and local communities. 

Michele Weatherly, Prince William County

About Michele: Michele Weatherly is a workforce and economic development professional with more than 30 years of experience in business engagement, marketing, and partnership development. Throughout her career, she has developed employer-driven initiatives and connected businesses with education, workforce, and community partners. As a public servant with Prince William County Economic Development and Tourism, Michele serves as a workforce subject matter expert, helping County businesses access talent solutions, resources, and partnerships that support their growth.

Bobby Mahon, Virginia Career Works 

About Bobby: With more than 15 years of experience, Bobby has supported hundreds of individuals through occupational skills training and career pathways while helping employers strengthen their workforce through strategic partnerships and practical hiring solutions.His work includes direct vetted referrals, subsidized work-based learning opportunities, On-The-Job Training (OJT) wage reimbursement, and incumbent worker training, among other workforce incentives that help employers reduce hiring costs and build stronger talent pipelines. Bobby collaborates closely with chambers, colleges, nonprofits, and local, state, and federal partners to align efforts, reduce barriers, and support regional economic development.
