Andy Cabral

CEO of Vigario Management Corp.
Andy Cabral is the CEO of Vigario Management Corp, an umbrella corporation operating vertical construction, manufacturing and commercial real estate businesses. Cabral’s company, which is named after the family’s grandparents, grew up in the Azores islands off the coast of Portugal. Vigario owns 24 Dunkin’ stores (11 more in the pipeline) and nine Baskin-Robbins locations. Andy serves on Dunkin’s government affairs and regional advisory committee.
Andy’s brother, David, is the chief operating office for Vigario and their sister, Marylou Vigario, is the chief financial officer. Vigario’s restaurant business employs 515 people with revenue of about $40 million. The group plans to open its first Slim Chickens near its homebase in Manassas, Virginia, in 2026, then continue to open stores over the next decade.

Kevin Costello is director of tourism for Prince William County’s Department of Economic Development and Tourism. He oversees a team of tourism marketing professionals who promote Prince William County as a premier destination for businesses and visitors.
Before joining Prince William County in June of 2022, as the President and CEO of the Steuben County Conference and Visitors Bureau in the Finger Lakes region of New York, he was instrumental in growing tourism revenues for the county year over year for five consecutive years.
Kevin’s team was responsible for facilitating the hosting of the LPGA’s Solheim Cup, a biennial international match-play competition features the best players from the U.S. and Europe held at Robert Trent Jones in September of 2024. The Virginia Association of Destination Marketing Organizations recognized these efforts with their Best Destination Event, Virgo Award 2025.
