Covers conflicts of interest, gifts and hospitality limits, permissible contact during an open solicitation, and confidentiality of proposal information, and why division staff respond the way they do.

Lorie Newton & Joshua Makely from City of Manassas Public Schools
Lorie Newton, NIGP-CPP, CPPO, CPPB, is a recently retired public procurement professional with more than 34 years of experience across state government, higher education, K–12, and local government. She most recently served as Assistant Director of Procurement for Chesterfield County and previously served on the board of the Virginia Association of Governmental Procurement (VAGP).
She holds the CPPB, CPPO, and NIGP-CPP certifications and has received several professional honors, including VAGP Volunteer of the Year (2015), VAGP Manager of the Year (2020), and NIGP Professional Manager of the Year (2021). Lorie remains active in CAPA, VAGP, CBPA, and NIGP, and currently serves as the NIGP Area II Chapter Ambassador for Virginia, Washington, DC, Maryland, Pennsylvania, and Delaware.
A frequent conference presenter and former Chesterfield County volunteer instructor, Lorie is widely committed to mentoring emerging procurement professionals. She continues to provide procurement consulting services across the Commonwealth.
