
The Council promotes regional economic growth and stability by collaborating with other organizations and agencies that educate, train, mentor, and provide opportunities for employment of our Veterans and first responders.
Attendance is open to all, and Veteran status is not required to participate.

Mr. Richardson has over 30 years of experience in program management, customer service, and clinical operations. As President and CEO, Mr. Richardson has strategic and operational responsibility for the company’s worldwide operations and formulates and oversees the implementation of the organization strategic plan ensuring coordination with Zeiders mission, vision, and commitment to core values. Mr. Richardson previously served as Zeiders’ Senior Vice President for Contract Operations and as Director of Corporate Development where he was responsible for contract service delivery, strategic growth of company capabilities, development of new business opportunities, partner relations, quality management, and long-term growth. Mr. Richardson’s achievements include leading company efforts that resulted in organizational growth, increased service delivery capabilities and enhanced operational excellence.
Prior to joining Zeiders in 2012, Mr. Richardson provided services as a business process consultant for the U.S. Air Force, an executive with Anthem BCBS managing the first generation of TRICARE contracts, a Vice President with Amerigroup Corporation providing service and support to Medicaid and Medicare members for 11 states, and a Vice President for Ceridian overseeing the Service Delivery Operations for Military OneSource. Mr. Richardson served as a Medical Service Corps Officer in the U.S. Army and is a combat veteran of the First Gulf War. Mr. Richardson holds a Bachelor of Science from the University of Tampa. He is also a Six Sigma graduate of the Juran Institute.

Shealyn Clinger, is a licensed clinical social worker and senior behavioral health leader with more than 15 years of experience advancing evidence-based wellness, prevention, and health promotion initiatives across federal, military, clinical, and community settings. Her expertise includes suicide prevention, trauma-informed and equity-centered care, and data-driven program planning and evaluation. She holds a Master of Social Work, cum laude, from Widener University and a Master of Arts in Psychology with a concentration in neuropsychology from George Mason University, and has extensive experience in program evaluation, health communications, and research oversight with the Defense Health Agency and the Defense and Veterans Brain Injury Center.
She currently serves as Data Manager II with the Consortium for Defense Psychology (CDP) at the Henry M. Jackson Foundation, where she supports the evaluation of suicide prevention, wellness, and Department of Defense youth programs. Her work includes developing and refining assessment tools, analyzing quantitative and qualitative data, and translating findings into actionable insights to strengthen program effectiveness, fidelity, and strategic decision-making.
