This council supports military, veterans, and public safety personnel through advocacy, resources, and community integration. 

This month, join us to hear from Tom Kilgannon, President of the Freedom Alliance, and Edward Mills, Fire Chief, City of Manassas Fire & Rescue

About Tom Kilgannon:

Tom Kilgannon is a leader in America’s charitable community and an advocate for those who serve our country. He has spent his career supporting the humble heroes of a great nation and helping good people experience the joy of philanthropic giving. Tom serves as the President of Freedom Alliance, an educational and charitable organization which honors and supports America’s military and promotes a strong national defense. Freedom Alliance saves lives and military marriages by providing recreational rehabilitation to combat-wounded heroes and counseling retreats for military couples

About Edward Mills: 

Edward Mills Fire Chief City of Manassas Fire and Rescue. Chief Mills has over 35 years’ experience in Fire and Rescue Service serving as both a Career and Volunteer Firefighter. Prior to coming to the City of Manassas Chief Mills worked for The District of Columbia Fire Department where he retired as an Assistant Chief in 2022. During his time with the Department Chief Mills served within the Special Operations Homeland Security Division which consist of three heavy rescue units, three fire boats, two hazardous materials units, the Special Events planning section and the emergency preparedness office. While assigned to the division he was assigned numerous task which included oversight of the hazardous materials WMD response program, the management of the National Capital Regions meter maintenance program, Co-Chaired the 2008, Presidential Inauguration WMD detection team, Chaired the 2012 Presidential Inauguration Life Safety, Hazardous Materials working group, Co- Chaired the National Capital Regions Radiological Detection equipment program, and the Special Events Planning coordinator for the Fire and EMS Department.


Chief Mills earned his Bachelor’s degree in Fire Science Administration from the University of the District of Columbia with a minor in Fire Science Technology. Chief Mills has also obtained extensive training related to WMD events from the Homeland Security Center for Domestic Preparedness and the Center for Counter Terrorism Operations Support and has also attended the University of Maryland Fire and Rescue Institute completing various certificate programs related to Emergency Response and Preparedness.
